Mozambique sets out priorities for implementing new online gambling framework

Mozambique’s Economy Minister Basílio Muhate has called for cooperation from gambling operators as the government prepares to implement its first dedicated regulatory framework for online games of chance, with consumer protection, responsible gambling and regulatory modernisation identified as central priorities.

Mozambique has provided further details on the policy objectives behind its new online gambling framework, which was approved by the Council of Ministers on July 14, 2026. Economy Minister Basílio Muhate said the government intends to combine the development of the digital gambling market with stronger protections against the social risks associated with uncontrolled betting.

The Regulation on the Operation and Practice of Games of Chance through Electronic or Computerised Media creates a specific legal regime for gambling conducted remotely through electronic platforms, computer systems and other digital access channels. It also establishes online gambling as an autonomous activity with a concession system separate from the rules governing land-based casinos.

Muhate urged private operators to participate actively in promoting responsible gambling. He said the effects of poorly controlled betting had become increasingly visible in Mozambique, particularly among younger people, through behavioural patterns observed on social media, in traditional media and in information received by public authorities.

According to the minister, the new rules are designed to prevent and address these risks while allowing a growing economic activity to operate within a clearer legal structure. The government’s next priority will be to ensure that the approved regulatory instruments are effectively implemented and support the transition towards a more modern and supervised market.

The framework is expected to give authorities a clearer basis for licensing and monitoring remote operators while distinguishing regulated businesses from activities conducted outside the formal system. Its practical success will depend on enforcement, cooperation from operators and the introduction of effective measures for player protection, age controls and responsible marketing.

The Mozambican Gambling and Betting Association has welcomed the reform. Its president, Danilo Mussá, said the regulation reflects the rapid development of online gambling and could create the conditions for more structured growth across the sector.

The changes also have a fiscal dimension. Mozambique’s government has linked the expansion of online gambling to weaker revenue from traditional casinos. Ministry of Finance figures show that casino taxes generated MZN359.5 million in 2025, equal to approximately 54% of the MZN666.1 million forecast for the year. The result was also below the amount collected in 2024.

By creating a separate regime for digital gambling, Mozambique is seeking to bring a rapidly expanding market under formal oversight rather than continuing to regulate it through rules designed primarily for physical casinos. The decisive stage will now be the application of the framework: clear licensing procedures, consistent supervision and credible responsible-gambling safeguards will determine whether the reform improves consumer protection while also expanding the country’s regulated tax base.
