Liberia expands illegal mini slot machine crackdown to four more counties

Liberia’s National Lottery Authority has widened its enforcement campaign against illegal mini slot machines, extending operations to Lofa, Bong, Margibi and Grand Bassa as part of a broader push to bring gambling activity back under licensed control.

In a statement issued on April 2, the National Lottery Authority said its ongoing compliance drive now covers four additional counties beyond Montserrado, where earlier raids had already led to seizures of unlicensed machines. The latest expansion shows that the regulator is no longer treating the issue as a Monrovia-area problem, but as a wider national enforcement priority.

According to the regulator, the campaign was triggered by a rise in unauthorized mini slot machines installed in public spaces without regulatory approval. The NLA says these devices operate outside Liberia’s licensing framework and are often accessible to minors, creating both compliance and public welfare concerns. Earlier reporting on the Montserrado crackdown said the authority had already warned about an “alarming proliferation” of such machines in neighborhoods easily reached by children and vulnerable youth.

The current operations are being led by Deputy Director General for Operations Christian K. Cooper, who has said that all illegal machines identified during the raids will be seized. The regulator also warned that operators found in violation may face investigation, prosecution, equipment confiscation, business closure and other penalties under Liberia’s gaming rules.

For Liberia’s gaming sector, the significance of the move lies in its scale and direction. What began as enforcement in Montserrado has now clearly turned into a broader attempt to restore licensing discipline, limit underage exposure and push mini slot activity back into approved locations. If the campaign continues at this pace, illegal mini slots could remain one of the central compliance issues in Liberia’s gambling market this year. This final assessment is an inference based on the regulator’s statements and the widening geography of the raids.
