India Moves to Regulate Online Gaming: MeitY Publishes Draft Rules
The Ministry of Electronics and Information Technology (MeitY) has published draft rules to regulate India’s online gaming sector — a major step toward formal oversight following the recent real-money gaming ban.
The proposed framework, issued under the Promotion and Regulation of Online Gaming (PROG) Act, 2025, introduces an Online Gaming Authority responsible for registering platforms, classifying games, and monitoring compliance.
The draft distinguishes between real-money games, esports, and social gaming, aiming to support the growth of India’s gaming ecosystem while curbing illegal wagering activities. It also proposes civil court-like powers for the new regulator, stricter penalties for violations, and a multi-tier complaint system for users.
Industry reactions remain mixed. Stakeholders welcome the shift from prohibition to regulation but warn that unclear definitions and potential bureaucratic delays could burden smaller studios and esports organisers.
Public consultations are open until October 31, after which MeitY will finalise the rules and establish the new authority. If adopted, the framework could mark a turning point in India’s approach to digital gaming regulation.
