Ecuador Plans Casino Comeback in 2025 Pending National Referendum

Ecuador is preparing for the possible return of casinos and gaming halls after more than a decade of prohibition, with President Daniel Noboa confirming that the issue will be decided through a national referendum scheduled for November 16, 2025.

The proposal, approved by the Constitutional Court of Ecuador in September, would authorize the reopening of land-based casinos exclusively within five-star hotels, under strict regulation and a 25% tax on gross gaming revenue. According to the government, funds collected from this tax would be directed toward programs combating child malnutrition and supporting the national school meals initiative.

The referendum forms part of President Noboa’s broader reform package, aimed at stimulating tourism, creating jobs, and diversifying the national economy. The National Electoral Council (CNE) confirmed that the casino proposal will appear on the ballot alongside other constitutional questions concerning public safety and economic modernization.

If approved, this would mark a major reversal of Ecuador’s gambling policy since the 2011 referendum, when citizens voted to ban all casinos, bingo halls, and slot venues. Since then, the country’s legal gambling activity has been limited to online sports betting, which continues to operate in a grey area without a dedicated regulatory framework.

Supporters of the reform argue that reopening casinos could generate significant tourism revenue, attract international investment, and revive local hospitality sectors. Critics, however, warn that the return of gambling may increase social and financial vulnerability among low-income citizens if not properly monitored.

President Noboa described the initiative as “a pragmatic approach to responsible entertainment and economic recovery.” Should voters approve the measure on November 16, the government will still need to establish a detailed framework for licensing, oversight, and responsible gaming before the first venues can reopen.
