Angola Regulator Clarifies Authorization Rules for Raffles and Promotional Contests
Angola’s gambling regulator has held a seminar explaining the procedures companies must follow when seeking approval for raffles, promotional draws and prize competitions, as the country continues implementing its updated gambling regulatory framework.
Angola’s Instituto de Supervisão de Jogos (ISJ) held a seminar on October 8 dedicated to the procedures and requirements for obtaining authorization to organize raffles, promotional draws and prize competitions.
The initiative forms part of the regulator’s efforts to improve compliance with Law No. 17/24 on Gambling Activities, which requires prior authorization from the ISJ for promotional random draws, raffles, temporary competitions and certain other prize-based activities.
Detailed administrative procedures were established by Instruction No. 2/26, published in April 2026. Applications must generally be submitted electronically through the Gambling Supervision System (SSJ) at least 20 days before the planned start of the activity. Physical or email applications are normally not accepted.
Promoters must provide documentation including the rules of the promotion or competition, timetable, identification of the organizer and evidence that the advertised prizes are actually available. For raffles, additional information includes ticket prices, total ticket numbers, sales locations, draw details and proof of compliance with tax and social-security obligations.
Where a promotional draw uses a technological platform, the system must be presented to the ISJ for assessment and certification at least 10 days before the campaign begins. Organizers must also submit an occurrence report through the SSJ within 48 hours after each draw or determination of winners, including evidence of prize allocation and delivery.
The regulator has been extending these compliance requirements across different areas of the economy. In September, the ISJ and Angola’s insurance regulator ARSEG jointly reminded insurers, pension fund managers and intermediaries that promotional raffles and random prize campaigns also require prior ISJ approval.
The October seminar therefore reflects a broader shift toward more standardized and digitally managed supervision of promotional gaming activities in Angola. For companies using prize draws as marketing tools, regulatory approval is increasingly becoming a formal compliance requirement rather than an administrative formality.
