The Ministry of Planning and Investment has proposed building a casino resort complex on a 245-hectare site in the Van Don Special Economic Zone in Quang Ninh province in the northeast of the country. The investment in the project is estimated to be VND 51.55 trillion (US$2.15 billion). Construction is scheduled to be completed in the second half of 2032.

The casino resort is expected to create 6,000 jobs. Annual revenue to the province from the casino resort is expected to be around VND 8.16 trillion (US$340 million).

It is worth noting that there is currently only one casino for locals in Vietnam, the Corona Resort & Casino on Phu Quoc Island. Visitors to the casino must be over 21 years old. The cost of a daily entry ticket to the casino for Vietnamese nationals is VND 1 million (US$43). In addition, players must provide a document showing that their monthly income exceeds VND 10 million.
