Vietnam grants permanent local casino access at Corona Resort as domestic gaming policy expands
Vietnam has enacted a major regulatory shift by granting permanent local access to Corona Resort & Casino and expanding domestic casino permissions under Resolution No. 307/2025/NQ-CP, issued on 26 November 2025.
The new resolution marks Vietnam’s most significant gaming-policy reform since 2017. Corona Resort on Phu Quoc, the only property previously authorized to admit local players under a pilot program, has now received full, permanent approval to continue allowing Vietnamese nationals to gamble on-site.
The government also confirmed that Grand Ho Tram and Van Don will each receive five-year authorizations for local casino access, with Van Don’s approval taking effect once the integrated resort officially opens. These new permissions extend domestic access beyond a single venue for the first time and reflect growing confidence in controlled, regulated participation by local players.
Officials noted that the updated framework aims to boost tourism, attract additional integrated-resort investment, and channel Vietnamese players away from offshore sites into regulated environments. Industry analysts expect the expanded model to strengthen tax collection, improve oversight mechanisms and support long-term growth in Vietnam’s gaming and tourism sectors.
