Uganda and Kenya Lottery Regulators Hold Knowledge-Sharing Engagement

Uganda’s National Lotteries and Gaming Regulatory Board has hosted a delegation from Kenya’s National Lottery Board for a regulatory exchange focused on lottery management, gaming oversight and responsible market development.

Uganda’s National Lotteries and Gaming Regulatory Board has hosted a delegation from Kenya’s National Lottery Board for a knowledge-sharing engagement focused on gaming and lottery oversight.

The meeting provided an opportunity for the two institutions to exchange regulatory experience, compare oversight models and discuss practical approaches to supervising lottery and gaming activity in a changing digital environment.

For Uganda’s NLGRB, the engagement fits into a broader strategy of strengthening regulation through institutional cooperation, technology-enabled monitoring and regional learning. The Board is responsible for licensing, regulating and supervising lotteries, gaming and betting in Uganda, while also promoting consumer protection and responsible gaming.

Kenya’s National Lottery Board is responsible for overseeing the country’s National Lottery, ensuring that it operates with integrity, transparency and accountability while delivering returns for good causes and national development priorities. The visit therefore created a useful platform for both sides to discuss how lottery systems can be managed in a way that balances revenue generation, public trust and social responsibility.

The discussions are particularly relevant as both Uganda and Kenya continue to modernise their gambling and lottery frameworks. Across East Africa, regulators are facing similar issues: illegal online gambling, cross-border digital platforms, responsible gambling risks, player protection, transparency in proceeds management and the need for better data systems.

Uganda has already been moving toward more technology-driven regulation. The NLGRB has been working with the Uganda Revenue Authority on the National Central Electronic Monitoring System, a platform designed to monitor gaming transactions, improve reporting, support revenue mobilisation and strengthen regulatory visibility across the sector.

For Kenya, the development of the National Lottery framework places strong emphasis on integrity, responsible play and the allocation of proceeds to good causes. Learning from regional peers can help support implementation, governance and operational readiness as the lottery system develops.

The engagement also reflects a wider African trend: gambling and lottery regulators are increasingly looking beyond national borders for practical solutions. As betting, lottery and gaming products become more digital, regulatory challenges are no longer confined to one market. Shared standards, stronger compliance models and better information exchange are becoming essential.

For operators, such cooperation may lead to clearer expectations around reporting, responsible gambling, technical controls and market conduct. For consumers, it could support safer participation and stronger protections against fraud, unlicensed products and misuse of lottery or betting platforms.

The Uganda-Kenya exchange shows that regional cooperation is becoming a key part of gambling and lottery governance in East Africa. By sharing experience and building regulatory capacity, both countries can strengthen oversight while supporting a more transparent, responsible and development-oriented gaming sector.
