Tunisia generates around 72,700 daily visits to offshore bookmakers despite state betting monopoly
Estimated traffic data suggests Tunisian users continue to turn to international betting platforms even though legal sports betting remains concentrated under the state-run Promosport system.
Tunisia is still sending significant online traffic to offshore betting brands despite maintaining a state-controlled model for legal sports betting. Data published by Top100Bookmakers shows that bookmakers listed for the Tunisian market receive around 72,700 daily visits from the country, underlining continued demand for international digital betting options outside the formal domestic structure.
The traffic is heavily concentrated. Bet365 accounts for about 64,500 of those daily visits, far ahead of Stake with roughly 6,150 and Unibet with 608. Smaller volumes are also recorded for 1xBet, LiveBet, Roobet and William Hill, which together reinforce the picture of a market where offshore brands remain visible and accessible to local users.
That trend matters because Tunisia’s legal framework remains tightly controlled. Promosport, the public sports betting administration operating under the Ministry of Youth and Sports, has long held the monopoly over sports betting and lottery activity, while the broader online segment has remained only partially and unevenly addressed by national rules. Previous regulatory reporting has also pointed to pressure on the domestic system from offshore competition.
At the same time, Tunisian authorities have already been working on a revised gambling and sports betting law. Minister of Youth and Sports Sadok Mourali said the updated draft was rewritten to align with international standards, including anti-manipulation and anti-money-laundering goals, and was submitted for government review as part of a broader reform effort. In practice, the latest traffic figures show why that reform debate has become more urgent: digital demand is clearly moving faster than the legacy monopoly model.
Tunisia’s wider digital environment helps explain the pressure. DataReportal estimates that the country had 10.4 million internet users at the end of 2025, with internet penetration at 84.3 percent, creating fertile conditions for cross-border online betting access. Unless the next legal framework offers clearer rules, stronger channel control and a more competitive regulated product, offshore platforms are likely to keep absorbing a meaningful share of Tunisian betting attention.
