The working group for the promotion of the project on unified supervision of rates held its first meetings

On July 10, the Prizes and Betting Secretariat of the Brazilian Ministry of Finance (SPA-MF) held the first two official meetings of the specialized working group with the participation of representatives of the Federal District and 16 federal entities. The events took place at the Ministry’s headquarters in Brasilia. These meetings were an important step in the process of establishing a more integrated and regulated national model covering fixed-odds and lotteries, as well as in the development of the National Betting System (Sinapo).
 
The initiative aims to increase compliance and transparency in online betting. The group will consist of 1 director and 3 coordinators. Their task is to analyze the activities of licensed bookmakers. They will be checked against the following criteria:
1. The brand must be registered with the Prizes and Betting Secretariat (SPA).
2. The betting options must comply with the list of authorized sports approved by the Ministry of Finance on December 30, 2024.
3. There should be no practices that violate applicable laws (e.g. illegal betting).
4. The necessary measures are in place to prevent underage users from participating.
 
If the group finds violations, it sends a detailed violation report to the SPA. The regulator can take the necessary measures in response.
 
Several meetings of the working group have already been held, the first of which discussed the creation of an administrative structure for licensing and regulation, covering the processes of issuing permits to operators, ensuring compliance and imposing fines for violations.
 
The second meeting focused on two key regulatory priorities: responsible gambling practices and anti-money laundering measures. The aim of the discussions was to develop a standardized set of requirements in these areas for implementation in all participating jurisdictions.
 
Future meetings are planned to discuss more complex topics, such as the compatibility of player protection systems. One of the main tasks for the near future is to define the criteria for a self-exclusion platform. This project is currently being developed by the federal government. This platform will allow people to voluntarily limit their access to gambling in order to reduce the risks associated with gambling addiction and compulsive behavior. The idea certainly sounds good, but we will have to wait until this project is implemented and can be tested in practice
