South Africa’s Limpopo authorities demand tougher penalties for illegal gambling

The Limpopo Department of Economic Development, Environment, and Tourism, in collaboration with the Limpopo Gambling Board, is calling for the National Prosecuting Authority (NPA) and the courts to impose stricter penalties on illegal gambling operators. Currently, offenders face minimal admission of guilt fines ranging from R500 to R1,500, which have proven ineffective in deterring repeat violations.

The illegal gambling sector in Limpopo remains robust, with offenders frequently paying fines and re-establishing operations, often under the guise of Spaza Shops. Despite ongoing raids by the Limpopo Gambling Board and the South African Police Service targeting these illicit activities, the lack of severe penalties allows offenders to continue their operations without fear of significant repercussions.

Recent observations by the Limpopo Gambling Board highlight a troubling trend: an increasing number of minors are engaging in illegal gambling activities, particularly at Spaza Shops. The Sekhukhune District has emerged as a hotspot for these operations, potentially linked to organized smuggling networks.

The board emphasizes that profits generated from illegal gambling are not accounted for within provincial financial systems. Consequently, members of the public are urged to boycott Spaza Shops and unregistered gambling establishments that facilitate illegal gaming or possess unauthorized gambling machines, such as Chinese Roulettes.

Furthermore, it is concerning that approximately 90% of individuals found guilty of operating illegal gambling facilities are foreign nationals. The Limpopo Department is committed to tackling this issue head-on but insists that without tougher penalties, efforts to combat illegal gambling will remain ineffective.
