Rwanda Allows Casinos to Accept Foreign Currency Payments
The National Bank of Rwanda has issued a directive allowing casinos to accept payments in US dollars, euros and other foreign currencies without prior approval, aligning regulations with the needs of international clients.
The directive, published on September 17, 2025, officially designates casinos as authorized dealers in foreign currency, alongside sectors such as tourism operators, real estate firms with investment certificates and institutions under the Kigali International Financial Centre. While domestic obligations remain in the Rwandan franc, casinos may now process transactions in foreign currencies under strict conditions.
Casinos must display prices both in francs and in foreign currency based on the central bank’s daily exchange rate, accept franc payments without additional charges and comply with responsible gambling rules. Violations carry fines of Rwf 5 million for a first offence and Rwf 10 million for repeated breaches.
The reform follows inspections that uncovered over 700 contracts concluded in foreign currencies without authorization. By clarifying the framework, regulators aim to improve transparency, protect the franc, and strengthen oversight of a sector serving international visitors.
At the same time, Rwanda has resumed issuing gambling operator licences, which were suspended in June 2024. The government has also raised the tax rate on gambling operations to 40%, up from 13%, as part of its efforts to better regulate and capture revenues from the industry.
