Peru emerges as regional leader in gambling regulation and responsible gaming promotion
According to the Ministry of Foreign Trade and Tourism of Peru, the country is solidifying its position as a regional leader in the regulation of gambling and the promotion of responsible gaming. This progress is the result of comprehensive efforts led by the Ministry of Foreign Trade and Tourism (MINCETUR). Through the implementation of a modern and robust legal framework, Peru has enhanced consumer protection, increased transparency in gambling operations, and encouraged sustainable economic development.
The enactment of Law No. 31557, which governs sports betting and online gambling, marked a significant milestone. Coming into effect in February 2024, this law made Peru the third country in Latin America to implement clear regulations for the online gambling sector. Since then, 60 technology platforms have been authorized, 280 service providers registered, and 9 international certification laboratories accredited.
This regulatory framework has enabled the formalization of the digital gambling sector, creating a trustworthy environment for both operators and users. It has also attracted new investment opportunities, fostered the digitization of entertainment, and strengthened the country’s tax revenue base.
One of the most notable achievements has been the sustained increase in the formal registration of sports betting venues. Since December 2024, 683 new venues have been registered, bringing the national total to 4,516 authorized establishments. At the same time, the Directorate General of Casino Games and Slot Machines (DGJCMT) at MINCETUR has intensified oversight activities—closing illegal venues and taking coordinated actions to curb unlicensed digital platforms.
As a result, 15% of illegal gambling websites have exited the Peruvian market, and illegal online gambling offerings have been reduced by 40%. The ministry has also formally notified payment providers and financial institutions to block services to unauthorized operators.
In addition to regulatory efforts, MINCETUR has launched several initiatives to promote responsible gambling. These include awareness talks on gambling addiction in schools and training programs for businesses in the sector. Collaboration with industry associations has further strengthened the commitment to protect vulnerable groups and ensure a safe, responsible gaming environment
