Paraguay’s CONAJZAR Opens Public Tender for “Quiniela” Lottery Concession Under New Competitive Regime
The Comisión Nacional de Juegos de Azar (CONAJZAR) has officially launched Public Tender No. 01/2025 to award the concession for the “Quiniela” lottery game, marking a historic shift in Paraguay’s regulated gaming landscape.
The tender reflects the implementation of Law No. 1016/1997 and its amendment Law No. 7438/2025, which opened the market beyond a single operator and introduced more transparent, competitive licensing. Under the terms, up to three operators may be granted licences for the Quiniela — an unprecedented move in Paraguay’s lottery sector.
Key details of the process: interested participants must pay a non-refundable fee of 100 million guaraníes (approx. US $14,000) between 17–21 November 2025. The submission deadline for bids is 29 December 2025, with opening of proposals set for the same day at 10:00 a.m. in Asunción.
According to industry stakeholders including the Paraguayan Association of Gaming Operators (APOJA), this move is “an important milestone” aimed at elevating operational standards, introducing modern technology and increasing accountability in gaming revenue administration.
Under the reformed regime, the regulator now reports to the Dirección Nacional de Ingresos Tributarios (DNIT), which has expanded powers to oversee licensing and tax collection — a structural change intended to strengthen governance and reduce informal gaming.
For operators, the tender presents a rare entry opportunity into Paraguay’s lottery market under the new framework, while for the market it represents a transition toward competition, transparency and modernization.
