Paraguay Proposes New Gambling Regulator With Expanded Enforcement Powers

Paraguay's government has submitted legislation to establish a new national gambling regulator, potentially reshaping the country's licensing and supervisory framework for gaming operators.

Paraguay is moving towards a major restructuring of its gambling regulatory system after the government formally submitted a bill creating the National Directorate of Games of Chance (DINAJZAR).

The proposal was presented to the Senate on October 12, 2026, through Executive Message No. 416 from the Ministry of Economy and Finance. It seeks to establish DINAJZAR and introduce a revised legal framework governing gambling activities.

The initiative could represent a significant change to the country's existing regulatory structure, currently centred on the National Gambling Commission (CONAJZAR).

The proposed reform aims to modernise gambling oversight, clarify regulatory responsibilities and establish a framework for licensing and supervising gaming activities. The potential transition to a new authority would also require operators and other industry participants to monitor changes to administrative and compliance procedures.

According to Paraguay's official parliamentary records, the bill has entered the legislative process and remains under consideration. It has not yet been approved or enacted into law.

The reform comes as Latin American countries continue reviewing their gambling frameworks to address technological developments, regulatory enforcement and the operation of digital gaming services.

For international operators, technology providers and investors, the proposed establishment of DINAJZAR could eventually affect regulatory procedures and market-entry planning.

However, the final impact will depend on the legislation's approved provisions and implementation timetable. Until then, Paraguay's existing legal framework remains in place, while the proposed restructuring signals a potentially significant new stage in the country's gambling regulation.
