Paraguay ends monopoly in gaming sector with new legislation
Óscar Orué, the head of Paraguay’s National Directorate of Tax Revenue (DNIT), spoke at the first conference on Law 7438/2025, which modifies the legal framework for gambling operations in the country. During his address, Orué emphasized the potential for creating a more equitable and diversified gaming market. Local news agency La Nacion reported on the event.
With the integration of the National Gaming Commission (Conajzar) into the DNIT, Orué highlighted key changes, including the elimination of monopolies in granting licenses for games such as lotteries and sports betting. “One of the most significant aspects is the removal of monopolies in the issuance of permits for games like lotteries and sports betting, allowing up to three operators per game type. This change aims to promote fairer and more diversified competition in the gambling market,” Orué explained.
He also addressed the current tax system, organizational structure, and the consolidation of the DNIT. Other notable points in Conajzar’s restructuring include the introduction of new gaming modalities, enhanced oversight, improved fund distribution, and the management of unclaimed prizes. Orué stressed that Paraguay faces significant challenges in becoming a more attractive destination, combining low tax pressure with the integration of tourism and gambling. He also called for efforts to eradicate illegal gambling in the country.
With this incorporation into DNIT, the commission also aims to improve revenue collection this year. Considering that in 2024, a total of 175,768 million guaraníes (USD 22.4 million) was collected from January to December, Conajzar's head, Carlos Liseras, said they expect to triple that amount this year. Projections are around 500,000 million guaraníes.
