Panama shifts its Fiscal Lottery to a regional format to boost tax compliance
The Ministry of Economy and Finance is splitting the programme into four geographic draws, awarding 100 prizes per round and adding extra verification steps — including selecting 15 non-winning envelopes for tax audits — to encourage consumers to ask for official receipts.
Panama has announced a major update to its Fiscal Lottery (Lotería Fiscal), a government incentive programme designed to promote tax compliance by rewarding consumers who request and submit valid fiscal invoices for everyday purchases. Under the new rules, the initiative will move from a single national draw to a regional model, with separate prize pools and drawings in four zones.
According to the new structure, Panama’s 10 provinces will be grouped into four regions:
Region 1: Panamá
Region 2: Panamá Oeste, Colón and Darién
Region 3: Bocas del Toro, Chiriquí and Veraguas
Region 4: Herrera, Los Santos and Coclé
Each region will run its own public draw, awarding 25 prizes per region — 5 prizes of US$10,000, 10 prizes of US$5,000, and 10 prizes of US$1,000. That equals US$110,000 per region and 100 total winners per draw nationwide.
The government is also tightening oversight to make the lottery more than a “giveaway.” TVN and La Estrella report that a person cannot win more than once in the same draw, and organizers will additionally pull 15 extra envelopes that do not win prizes but will be sent to tax inspection processes, strengthening verification and enforcement.
Participation remains based on submitting invoices: the DGI explains that entrants must place at least five original, legible fiscal invoices in a sealed envelope, and invoices must generally be dated no more than two months before the draw. Winners have a limited period to claim prizes (reported as three months from the official publication of results).
Taken together, the regional redesign signals Panama’s intent to expand participation beyond the capital while using the lottery as a practical compliance lever — rewarding receipt requests, improving traceability, and increasing the audit value of the programme across the country.
