PAGCOR Revenue Falls 23.4% as Philippine eGames Sector Declines

The Philippine gambling regulator PAGCOR reported a 23.4% decline in revenue during the first nine months of 2026, driven by a sharp contraction in electronic gaming. Net income fell almost 85%, reflecting weaker earnings and increased statutory contributions.

The Philippine Amusement and Gaming Corporation (PAGCOR) reported total revenue of ₱64.41 billion ($1.01 billion) for January–September 2026, down 23.41% from ₱84.09 billion during the same period last year.

According to financial results published on October 29, the decline was primarily driven by the electronic gaming segment, where revenue dropped 37.23% to ₱27.63 billion, compared with ₱44.03 billion in 2025.

The licensed casino segment also recorded a decrease of 3.22% to ₱23.10 billion, while PAGCOR-operated Casino Filipino branches generated ₱7.28 billion, down 8% year-on-year.

The regulator's net income fell 84.85% to ₱2.17 billion from ₱14.32 billion. Apart from declining gaming revenues, profitability was affected by a Supreme Court ruling requiring PAGCOR to remit 5% of its gross revenue to the Philippine Sports Commission, nearly doubling its previous contribution rate.

Despite weaker financial performance, PAGCOR transferred ₱45.28 billion to government programmes and statutory beneficiaries. This included ₱27.61 billion to the National Treasury, ₱3.01 billion to the Philippine Sports Commission and ₱11.19 billion for socio-civic projects.

PAGCOR Chairman Alejandro Tengco reaffirmed the regulator's commitment to strengthening oversight and maintaining responsible gaming standards.

The results highlight the challenges facing the Philippine electronic gaming sector amid tighter regulatory controls and restrictions affecting digital payment channels. The industry's future performance will depend partly on how operators adapt to the changing regulatory environment while maintaining sustainable revenue growth.
