National Lottery Authority of Ghana denies allegations of foreign licensing

The National Lottery Authority (NLA) of Ghana has firmly denied claims that it has granted a license to the Chinese company Blue Star Hi-Tech Limited. The Authority clarified that it remains fully compliant with the Ghana Investment Promotion Centre (GIPC) Act of 2013 and the National Lotto Act of 2006, ensuring adherence to all regulatory frameworks.

In an official statement released on August 15, 2024, the NLA emphasized that no foreign companies have been licensed for operations in Ghana. The Authority clarified that Blue Star Hi-Tech Limited is a wholly Ghanaian-owned entity, and its directors include Han Guoqing, a naturalized Ghanaian citizen since January 5, 2017. The NLA also confirmed that this information can be verified through the Office of the Registrar of Companies and the Ghana Immigration Service.

The NLA described the allegations as false and misleading, asserting that they are part of a broader attempt to discredit its board and management. In response, the Authority reiterated its dedication to maintaining transparency and safeguarding the interests of the public.

Additionally, the NLA addressed concerns over illegal lottery operations, estimating that these activities result in annual losses of GHS 1.8 billion. The Authority reaffirmed its commitment to curbing illegal operations, urging all Private Lottery Operators (PLOs) to regularize their activities by August 28, 2024, as per agreements with the Ghana Lotto Operators Association.

To further its mission of providing hope and entertainment to Ghanaians, the NLA encouraged the public to disregard any misinformation and confirmed the list of licensed companies for the 2023 licensing year.

The National Lottery Authority (NLA) has partnered with several companies and granted them licenses for the 2023 Licensing Year, following the National Lotto Act, 2006 (Act 722). These companies include: KGL Technology Limited, Afri Lotto Systems Limited, Blue Star Hi-Tech Company Limited, Fortune Synergy Limited, Wulucky Ghana Limited, Zeta Technologies Limited, Game Pack Ltd, and Loma Facility and Trading Ltd.
