Namibia moves to strengthen regulation of gambling and sports betting
The Namibian government is intensifying efforts to regulate gambling and sports betting, recognizing the industry’s potential for revenue generation while addressing its social risks. According to the Namibian Broadcasting Corporation (NBC), Environment, Forestry and Tourism Minister Indileni Daniel told parliament that authorities are taking active steps to curb illegal gambling and promote responsible gaming.
Responding to concerns raised by opposition MP Diederik Vries of the Popular Democratic Movement (PDM), Daniel acknowledged the harmful effects of gambling on low-income communities, including financial strain and mental health challenges. Vries warned that gambling was “highly affecting the lower income people, further draining them of the little that they have.”
Minister Daniel highlighted the implementation of the Gaming and Entertainment Control Act of 2018, which governs all gambling and sports betting activities and includes provisions to protect minors. Since enforcement began in 2021, the Gambling Board of Namibia—established under the Act—has processed over 280 applications from previously unlicensed operators.
“The Ministry has operationalized the law and appointed the Gambling Board of Namibia specifically for purposes of regulating and addressing illegal gambling activities,” Daniel said, noting that the board is also conducting ongoing public awareness campaigns to improve compliance.
Daniel issued a stern warning to operators who violate the law, particularly those who allow underage gambling. Offenders face fines of up to N$20,000 or imprisonment of up to two years.
The minister also announced that a National Gaming Policy is currently under development. The policy aims to provide a framework for addressing gambling addiction and support rehabilitation initiatives. In addition, she encouraged families and communities to play a proactive role by reporting irresponsible gambling behaviors and supporting individuals who show signs of addiction.
“The Act allows anyone to report or register a family member or dependent who shows signs of compulsive gambling,” she said. “Communities are also encouraged to report any irresponsible gambling activities by operators and businesses.”
