Namibia Gambling Board Opens Bids for Real-Time Monitoring and Digital Licensing Systems

Namibia's gambling regulator has opened two technology tenders aimed at introducing real-time monitoring of licensed gambling activity and digitising licensing, compliance and document management.

The Gambling Board of Namibia (GBN) has invited proposals for two major technology projects as it moves to strengthen oversight and modernise the administration of the country's regulated gambling sector.

The first tender, SC/RP/GBN-01/2026, covers the supply, deployment and maintenance of a Central Electronic Monitoring System. The platform is expected to operate remotely and online in real time, recording and reporting gambling activities and transactions carried out by licensed operators.

The project is closely linked to Namibia's Gaming and Entertainment Control Act of 2018. Section 90 requires the Board to maintain a central electronic monitoring system capable of detecting significant events involving gambling machines, analysing the resulting data and producing regulatory reports. Licensed gambling machines are also required to be electronically connected to the system.

The monitoring-system assignment is scheduled to run for six months. A pre-proposal conference will take place online on October 1, while companies interested in bidding must submit their proposals by October 29 at 11:00.

A second tender, SC/RP/GBN-02/2026, focuses on a broader digital transformation of the regulator itself. The selected provider will design, customise and implement an integrated licensing, workflow and document-management system, followed by ongoing support and maintenance over a 60-month assignment.

The platform is intended to allow operators to submit licence applications online while automating internal regulatory workflows. It will also support compliance monitoring, reporting and the secure storage and management of sensitive licensing records.

The two procurements form part of a wider effort to operationalise Namibia's modern gambling framework. The 2018 legislation gives the GBN responsibility for licensing, compliance supervision, registers of licence holders and gambling machines, responsible gambling programmes and monitoring compliance with financial-intelligence requirements.

The Board is also preparing an industry consultation on October 15 for applicants seeking bookmaker and totalizator licences. That meeting will cover licensing requirements, the investigation of applications and technical compliance of proposed wagering and betting platforms.

No supplier has yet been selected, and the tender process does not guarantee that either contract will be awarded. However, if implemented as planned, the two systems would move Namibia toward a more data-driven regulatory model in which gambling activity can be monitored more continuously while licensing and compliance processes become increasingly digital.
