Liberia’s NLA partners Seven Blue to digitise gaming licensing and compliance

Liberia’s National Lottery Authority has formalised a partnership with Seven Blue Liberia Limited to launch a digital licensing and compliance platform, marking a new step in the country’s effort to modernise gambling oversight and strengthen real-time control of operators.

Liberia’s National Lottery Authority has moved forward with a major digital reform after formalising a partnership with Seven Blue Liberia Limited for the development of an online gaming licensing system. The NLA’s official website lists the initiative as a May 13 update under the title “Seven Blue Liberia Limited Gets Greenlight to Modernize NLA’s Online Licensing and Regulatory Systems,” while earlier NLA communications said the partnership agreement was concluded at the Authority’s headquarters in Monrovia on March 31.

The new platform is designed to replace manual and fragmented approval procedures with a centralised digital framework covering licensing, oversight and compliance management. According to the NLA communication, the system will target non-resident operators and provide an end-to-end licensing solution with real-time data access, audit trails and regulatory oversight tools.

For the regulator, the system is expected to improve accountability, streamline operations and strengthen revenue assurance. The NLA also said the platform will support financial monitoring requirements, reinforce anti-money laundering measures and be compatible with existing government and financial systems, allowing better inter-agency coordination.

The project is part of Liberia’s broader effort to position itself as a more structured and credible jurisdiction for regulated online gaming. Focus Gaming News reported that the platform will support real-time verification of applicants, create a unified database of licensed entities and allow the regulator to track operational status, licence validity and compliance history.

Seven Blue’s role will be technical and operational. The company is expected to support the development of the digital infrastructure, while operators will apply through the platform, submit compliance documentation and meet NLA conditions before approval. The system is also expected to include reporting tools for continuous monitoring after licensing.

The reform is especially important because Liberia is trying to move from basic licensing control toward a more transparent digital supervision model. The NLA already describes its gaming licensing portal as the official gateway for operators to submit, track and manage licences with the Authority.

For operators, the new system should make the licensing process clearer and more predictable, but it will also raise compliance expectations. For Liberia, the key benefit may be stronger visibility over operators, revenues and regulatory records. If implemented effectively, the platform could help the country reduce informal oversight, improve tax and fee collection, and build a more accountable online gaming market.
