Liberia's National Lottery Authority Director highlights advantages of new monitoring system

On Tuesday, August 27, 2024, the National Lottery Authority (NLA) of Liberia celebrated International Lottery Day alongside countries worldwide. This annual event highlights the excitement and possibilities that lotteries offer, emphasizing their role in uniting people in the pursuit of life-changing wins while also supporting vital societal causes.

In a special address for the occasion, Hon. Reginald Kpan Nagbe, Director General of the NLA, highlighted Liberia’s growing status as an attractive investment destination in the lottery and gambling sector. He pointed out that the country’s increasing population and market potential have restored international confidence, garnering support from organizations such as the African Lottery Association and the World Lottery Association.

Director Nagbe also reaffirmed the NLA's commitment to charitable causes in Liberia, emphasizing its role in effectively regulating the gaming and gambling industry.

Looking ahead, Hon. Nagbe announced that the NLA is preparing to award a contract to an international ICT company for the installation of a state-of-the-art Central Monitoring System (CMS). This system, selected through a competitive bidding process, is set to enhance the industry with several key benefits:

Optimized Revenue Collection: The CMS will ensure reliable, accurate, and efficient data capture across the lottery and gambling sectors, maximizing revenue.

Enhanced Regulatory Oversight: It will strengthen the NLA’s capacity to monitor gaming machines and platforms, boosting public trust.

Anti-Money Laundering Support: The system will aid in investigations into money laundering activities, promoting transparency.

Responsible Gaming Promotion: The CMS will enforce responsible gaming practices, including strict age verification to protect vulnerable populations.

Fraud Detection and Prevention: It will provide advanced tools to detect and prevent fraudulent activities, safeguarding the industry and its participants.

As Liberia positions itself as a key player in the global lottery and gaming landscape, the introduction of the CMS represents a significant advancement, aligning with international best practices and reinforcing the NLA’s commitment to a secure, transparent, and socially responsible gaming environment.

The deadline for bids for the procurement of the CMS is September 6, 2024. Eligible bidders, both local and international, are encouraged to submit sealed bids for the supply, delivery, and installation of the CMS, adhering to the specified technical requirements. The bidding process will follow the International Competitive Bidding (ICB) procedures outlined in the Public Procurement and Concessions (PPC) Act of 2010.

The cost for the bidding documents is set at $500, and bids must be submitted with an accompanying Bid Security as detailed in the bidding document.
