Liberia signs Seven Blue deal to launch digital licensing system for non-resident online gaming operators

Liberia’s National Lottery Authority has signed an agreement with Seven Blue Ltd to implement a digital online gaming licensing system aimed at non-resident operators, marking a new step in the country’s effort to modernize oversight of international-facing gaming activity.

According to sector reporting, the new system is designed for non-resident operators offering services in Liberia and is intended to replace manual and fragmented approval processes with a centralized digital framework covering licensing, oversight and compliance management. The platform is expected to support real-time verification of applicants and give the regulator more structured control over operators seeking access to the Liberian market.

The planned structure would require non-resident operators to apply through the digital system, submit compliance documentation and satisfy conditions set by the National Lottery Authority before receiving approval. The same framework is also expected to include reporting tools for ongoing monitoring after licensing, as well as a unified database allowing the regulator to track licence validity, operational status and compliance history.

No rollout timeline has yet been disclosed, but the system is expected to be introduced in stages. Once fully deployed, it is meant to become the main access point for non-resident online gaming operators seeking to work under Liberian regulation.
