Liberia Introduces Prediction Market Licensing With $500,000 Capital Requirement
Liberia's National Lottery Authority has established a dedicated licensing framework for prediction markets, requiring operators to maintain at least $500,000 in paid-up capital and pay an $80,000 licence fee.
Liberia has formally brought prediction markets under its gambling regulatory framework, introducing specific licensing and compliance requirements through Resolution No. 005 of 2026.
The National Lottery Authority (NLA) now treats prediction markets as a separate regulated category rather than automatically including them under existing sports betting licences.
Companies seeking to offer contracts based on the outcomes of future events must obtain a dedicated NLA licence or operate through a partnership approved by the regulator's board.
The new requirements include minimum paid-up capital of $500,000 and a licence fee of $80,000, creating clear financial thresholds for prospective operators.
The regulation permits markets involving lawful events with independently verifiable outcomes. However, contracts concerning an individual's death, criminal activity or the results of Liberian elections are prohibited.
Licensed businesses must publish their market rules, establish maximum exposure limits and identify the information sources used to settle contracts. They must also maintain procedures for resolving customer disputes.
Consumer funds must be held separately from corporate assets, while operators are required to implement safeguards against market manipulation and money laundering.
The framework also allows the NLA to approve commercial partnerships, including joint ventures, technology agreements and platform licensing arrangements, subject to regulatory oversight.
Liberia's decision reflects growing regulatory attention towards prediction markets, which have raised questions internationally about the distinction between financial contracts and gambling activities.
For technology providers, investors and prospective operators, the new framework establishes more specific entry requirements. Its practical impact will depend on licensing implementation, regulatory supervision and the development of a compliant market.
