India set to tighten grip on online gambling with Maharashtra’s new move

According to a report by Storyboard18, the Indian state of Maharashtra is gearing up to introduce a regulatory framework for the online gambling sector, making it the latest Indian state to take concrete steps toward overseeing real-money gaming (RMG) platforms.

This development follows closely on the heels of Karnataka's recent announcement to implement a licensing system for online skill-based gaming. Maharashtra is reportedly crafting its own version of oversight, which will include a licensing fee structure and stringent regulatory provisions for companies operating in the online RMG space.

Minister of State for Home Affairs, Yogesh Kadam, recently informed the Maharashtra Legislative Council that the government is actively working on robust legal mechanisms to combat financial fraud and cybercrime associated with online gaming. “The Maharashtra government is formulating a uniform policy and stricter laws to regulate online gaming and tackle cybercrime,” Kadam said, suggesting a major shift in how online skill gaming for stakes will be governed in the state.

Top officials, cited by Storyboard18, confirmed that policy consultations are underway with key industry stakeholders. The policy aims to achieve a dual objective: protecting users from fraud and deception, while simultaneously formalizing and legitimizing the booming digital gaming sector.

The formulation of the policy is reportedly being coordinated by the state’s IT Ministry, Revenue Department, and Home Affairs Ministry. A senior source involved in the discussions told Storyboard18, “A licensing fee structure is on the table, and a crackdown on illegal offshore betting companies is imminent. We are designing the policy to be forward-thinking and enforceable.”

Akshat Khetan, Founder of AU Corporate Advisory and Legal Services (AUCL), welcomed the move, calling it both timely and necessary. “The RMG industry has shown tremendous growth in recent years, becoming a major contributor to digital engagement and employment. With Maharashtra’s proactive stance, it has the potential to become a benchmark for other states,” he said.
