India sees surge in illegal betting: 1.6 billion visits recorded in just three months

India is experiencing a sharp rise in illegal betting and gambling, with four major platforms recording 1.6 billion visits in just three months, according to a report by the Digital India Foundation. 

The report highlights that organic search traffic alone accounted for 184 million visits, surpassing the 42.8 million visits driven by social media. Mirror websites play a crucial role in sustaining this illegal market, with just three Parimatch mirror sites generating an additional 266 million visits. Despite government efforts to block websites and issue advisories, illegal operators continue to thrive by leveraging digital marketing, seamless payment options, and mirror domains.

The Parliamentary Standing Committee on Finance has flagged online betting platforms as key enablers of money laundering and terror financing. Google Search trends between February 2021 and December 2024 show a significant rise in searches for platforms like Dafabet, 1xBet, and Khelo24Bet, especially during IPL seasons. Illegal operators rely on an extensive network of enablers, including digital advertising, payment processors, and software providers, to sustain their operations. Social media and gambling affiliates contribute heavily to traffic, while direct URL visits indicate the success of past marketing efforts.

Illegal platforms also offer multiple payment options, including UPI transactions through mule accounts, cryptocurrencies, and international wallets like AstroPay. Some payment service providers have implemented risk detection tools, but enforcement remains inconsistent. Drawing lessons from countries like Norway, the UK, and Belgium, the report suggests that India must move beyond website blocking and adopt a comprehensive strategy that includes marketing restrictions, financial controls, and stricter enforcement mechanisms.
