Ghana NLA extends paper-based lottery phase-out deadline to October 1
Ghana’s National Lottery Authority has granted Private Lotto Operators, agents and lottery writers two additional months to complete their migration from manual paper-based staking to electronic systems.
Ghana’s National Lottery Authority (NLA) has extended the deadline for ending manual paper-based lottery operations from August 1 to October 1, 2026. The revised timetable applies to licensed Private Lotto Operators (PLOs), their agents and lottery writers across the country.
The regulator announced the extension on August 3 following consultations with stakeholders involved in the transition. The NLA did not cancel or substantially change the digitalisation requirement, but provided operators with additional time to deploy the necessary equipment, adjust their operations and prepare their sales networks for full compliance.
Under the original directive, manual staking was due to stop on August 1. The NLA had warned that PLOs, agents and writers continuing to use paper after that date would no longer be permitted to provide lottery services. Operators with unpaid regulatory fees were also at risk of being removed from the official list of licensed companies.
The reform is intended to replace handwritten lottery transactions with electronic point-of-sale terminals. NLA Director-General Mohammed Abdul-Salam has said that some licensed operators continued to use hybrid systems combining digital terminals with traditional paper records, despite the Authority’s broader objective of establishing a fully electronic lottery market.
According to the NLA, digital staking should improve operational efficiency and make lottery transactions more transparent. Electronic systems can also give the regulator greater visibility over sales, strengthen revenue collection and make it more difficult for informal or unlicensed operations to remain outside official supervision.
The transition is being supported by the NLA’s partnership with Fidelity Bank Ghana. The programme includes the planned rollout of 5,000 Android-based POS terminals, upgraded payment infrastructure and faster prize payments. The instant payout limit available through terminals has also been increased from GH¢1,200 to GH¢30,000, while qualifying larger winnings may be paid through Fidelity Bank under the agreed arrangement.
The extension is likely to ease immediate pressure on smaller operators and individual lottery writers that were not ready for the August deadline. However, the October 1 date now represents a final test of the industry’s ability to complete the migration without further delays.
Successful implementation could give the NLA more reliable transaction data and stronger control over Ghana’s lottery ecosystem. Further postponements, by contrast, could weaken enforcement and prolong the hybrid operating model that the Authority is seeking to eliminate.
