Dominican Senate committee advances merger of two gambling bills in push for broader regulatory overhaul
The Dominican Republic has moved a step closer to reshaping its gambling framework after the Senate’s Finance Committee advanced the merger of two separate bills, one covering games of chance more broadly and the other focused specifically on betting activities.
The Senate’s Finance Committee said it is continuing the unification of two legislative proposals aimed at regulating gambling and betting in the Dominican Republic. One bill was introduced by Senator Pedro Catrain and addresses games of chance in general, while the other, introduced by Senator Félix Bautista, is centered on betting activities. The committee says the goal is to turn both texts into a single, more coherent legal framework for the sector.
According to the Senate’s official update published on March 24, lawmakers reviewed and approved amendments to the merged text covering articles 34 through 44, showing that the process has moved beyond a general discussion stage and into article-by-article consolidation. Earlier, on March 12, the same committee said it was studying both proposals and considering a fusion matrix to create what Senator Catrain described as a more robust and efficient law.
The two proposals share several core aims. The Senate says they are designed to establish clearer rules for authorization, inspection and supervision of gambling and betting operations, while also helping ensure proper tax collection from the industry. The texts also seek to protect participants’ rights, combat fraudulent practices, promote responsible gambling and contribute to public order.
What makes the development important is that the Dominican Republic appears to be moving toward a broader modernization of gambling oversight rather than a narrow betting-only reform. The committee has not yet announced final passage of a unified law, but the latest progress shows that lawmakers are trying to build a single regulatory architecture capable of covering both traditional games of chance and betting products under one system. That could give the country a more consistent basis for licensing, control and fiscal supervision if the merged bill eventually becomes law. This final assessment is an inference based on the committee’s stated objectives and the scope of the two proposals.
