Dominican Casino Association calls for consensus on gambling law reform

The Dominican Association of Casinos of Gambling (ADCJ) has called for greater consensus on a proposed gambling regulation bill presented by the Executive Branch. The association expressed concern over the lack of constructive dialogue in the bill’s development, warning that such an approach is unsuitable for legislation of this scale.

ADCJ President David Moniz stated that the organization had conducted an in-depth review of the proposal involving legal, financial, and operational experts. While acknowledging that the bill contains timely measures—such as consolidating regulatory oversight and protecting user rights—the ADCJ also identified several problematic elements.

These include proposed restrictions on operating hours, the risk of losing current license rights, added bureaucratic burdens in license renewal, and the introduction of an additional license for slot machines already covered under existing permits.

The association warned that overly restrictive laws, detached from market realities, could encourage illegal gambling. It stressed the need for balanced regulation that supports growth and investment, rather than hindering it.

Reaffirming its commitment to compliance and transparency, the ADCJ offered to work with lawmakers to create a comprehensive and fair law. It expressed hope that through genuine collaboration, a regulatory framework can be established that protects national interests and supports a responsible, sustainable industry.
