Curaçao to End Orange Seal System on 15 October 2025 as Sublicensing Era Concludes

The Curaçao Gaming Authority (CGA) has announced that the transitional period for sub-licensed operators will end on 15 October 2025, marking the formal phase-out of the orange digital seal and full shift to direct licensing under the LOK regime.

According to a CGA announcement published 25 September 2025, from that date onward any operator still displaying the “Orange Seal” certificate on their domain will be in breach of Curaçao law. The regulator emphasizes that only the Green Seal, symbolizing a fully granted CGA license, will be permissible.

The CGA clarifies that all former sublicensees have by now submitted applications for direct licenses: these have been either approved, rejected, or remain pending issuance. Operators whose applications have been approved must pay their initial invoice to transition from temporary status to full license and obtain the Green Seal.

Operators currently using the orange seal are instructed to log into the CGA portal and change their domain status from “under sub-license” to “under application,” enabling issuance of the green seal token for respective domains.

Failure to comply by 15 October is expected to bring legal consequences, with continued use of an orange seal considered noncompliant under Curaçao regulations.

This step forms part of a broader regulatory overhaul. Since mid-2025, CGA has clarified that all companies registered in Curaçao must hold a direct license issued by the CGA—sublicensing and foreign licensing schemes are no longer permitted.

Earlier in 2025, the CGA extended certain provisional licenses by six months to allow operators more time for transition, pushing expiration to at least 24 December 2025 for select operators.

Operators and industry observers see this move as a decisive step to raise compliance standards, improve oversight, and align Curaçao’s iGaming framework with international norms.
