Cambodia revokes Shang Hai Resort casino licence after online scam raid in Svay Rieng

Cambodia’s Commercial Gambling Management Commission has withdrawn the licence of Shang Hai Resort casino after an investigation found alleged online scam activity on the property during a joint enforcement operation in Svay Rieng province.

Cambodia’s gambling regulator said the licence of SHANG HAI RESORT Co., Ltd. was revoked after authorities uncovered online scam activity during an inspection at the casino in Samraong commune, Chantrea district, Svay Rieng province. The decision was formalised on April 3, 2026, according to the CGMC General Secretariat.

The enforcement action followed a coordinated operation carried out on the morning of April 1 with the participation of the General Commissariat of National Police, the Svay Rieng Unified Command, and the Prosecutor’s Office of the Svay Rieng Provincial Court. Investigators said they seized equipment and materials linked to the alleged scam activity on the premises.

Authorities also detained 107 foreign nationals, including 26 women from four nationalities, and transferred them to the relevant authorities for further legal action. The regulator said the casino had violated Cambodia’s Law on the Management of Commercial Gambling, leading to the cancellation of Casino Licence No. 040, which had originally been issued on July 28, 2022.

The case forms part of Cambodia’s broader campaign against online scams under Royal Government Command No. 01, launched in July 2025. For the market, the move sends another clear signal that casino licences are increasingly being treated as conditional on strict compliance, especially where authorities suspect links between physical gaming venues and online criminal operations.
