Brazil’s Sports Ministry and ANJL Sign Cooperation Deal to Tackle Match-Fixing and Boost Betting Integrity

On Wednesday 22 October 2025, the Ministry of Sports of Brazil (Ministério do Esporte) and the National Association of Games and Lotteries (ANJL) signed a formal cooperation agreement aimed at strengthening the fight against manipulation of sports results and promoting responsible practices in Brazil’s fixed-odds betting market.

The five-year pact, valid through to 2030, sets out several joint initiatives: operator training, shared intelligence on suspicious wagering, educational campaigns on match-fixing, production of studies and reports, and collaboration in monitoring betting activity across sports.

Minister of Sports André Fufuca commented: “This agreement aims to establish a cooperation network with the main stakeholders in the regulated sector to ensure that the growth of the betting market aligns with ethics, transparency and the protection of sports integrity.”
ANJL President Plínio Augusto Lemos Jorge added: “This partnership with the Ministry of Sports will allow us to implement effective prevention and monitoring mechanisms nationwide. ANJL is committed to working hand-in-hand with the federal government to ensure a safe, ethical and transparent betting environment for all Brazilians.”

The agreement follows earlier steps by the government to strengthen integrity frameworks: in September 2025, Brazil established an inter-ministerial task force to draft a National Policy to Combat Manipulation of Sports Results.

Although the deal does not involve new funding transfers, it signals a sharpened regulatory focus on combating the risks posed by illegal betting and match-fixing as the Brazilian market expands rapidly. The Ministry said the actions will be coordinated through its National Secretariat for Sports Betting and Economic Development of Sport.

Industry observers say the agreement is a significant milestone but caution that real impact will depend on enforcement, operator compliance and inter-agency coordination across federal, state and sports bodies.
