Brazil’s SPA Holds First Seminar on Bettor Protection and Responsible Gambling
Brazil’s Secretariat of Prizes and Betting has held the first edition of its seminar on bettor protection and responsible gambling, reinforcing consumer safeguards as the country’s regulated fixed-odds betting market continues to develop.
Brazil’s Secretariat of Prizes and Betting, part of the Ministry of Finance, has held the first edition of the Seminar on Bettor Consumer Protection and Responsible Gambling in Brasília.
The event took place on June 16 at the auditorium of the National Institute of Criminalistics of the Federal Police. It was designed to promote discussion on initiatives and guidelines related to bettor protection, responsible gambling and the long-term sustainability of Brazil’s regulated betting environment.
The seminar comes at an important stage for Brazil’s fixed-odds betting market. Since the launch of the regulated framework, the government has been working to balance market growth with stronger consumer protection, fiscal control, advertising oversight and action against illegal operators.
The programme brought together public officials and specialists connected to betting regulation, consumer rights, digital law, mental health and market supervision. The opening agenda included representatives from the Secretariat of Prizes and Betting, the National Consumer Secretariat and other government bodies involved in digital and social policy.
A key focus of the event was the protection of the “consumer-bettor,” a concept that has become central to Brazil’s new regulatory model. In practice, this means treating bettors not only as users of entertainment services, but also as consumers who require clear information, access to support, protection from abusive practices and tools to control their gambling behaviour.
Brazil’s responsible gambling framework already requires authorised operators to adopt measures aimed at preventing harmful gambling. These include tools for self-limitation, alerts about time spent and amounts wagered, support resources for users showing signs of gambling-related harm, and customer service channels for complaints and questions.
The seminar also reflects the government’s broader effort to build institutional coordination around the betting market. Consumer protection agencies, digital regulators, law enforcement bodies and the Ministry of Finance all have roles to play in identifying market risks, preventing abusive advertising, protecting vulnerable users and ensuring that legal operators comply with the rules.
The timing is also relevant because the 2026 FIFA World Cup has increased betting activity and advertising exposure across Brazil. Major sporting events tend to raise betting volumes, making responsible gambling measures and public awareness especially important.
For licensed operators, the seminar sends a clear message: compliance in Brazil will not be limited to tax payments and technical authorisation. Operators will also be judged on how they protect users, manage advertising, respond to complaints and identify risky gambling behaviour.
For the wider market, the event shows that Brazil is trying to build a regulated betting sector with consumer protection at its core. As the legal market matures, responsible gambling is likely to become one of the key benchmarks for operator credibility and regulatory trust.
