Brazil’s Ministry of Finance opens public consultation to set rules for betting service providers in the fixed-odds market
The Secretariat of Prizes and Betting is collecting input for a new ordinance that will define how suppliers’ “operational capacity” will be recognised—an effort aimed at tightening the regulated ecosystem and reducing room for unlicensed platforms to rely on unchecked providers.
Brazil’s Ministry of Finance, through the Secretariat of Prizes and Betting (SPA), has launched a public consultation that will underpin a forthcoming ordinance on the recognition of operational capacity for service providers that work with fixed-odds betting operators. The initiative was announced via “Aviso de Consulta Pública SPA/MF No. 1/2026” published in the Diário Oficial da União and signed by acting SPA secretary Daniele Correa Cardoso.
The consultation window runs for 45 days, from 4 February 2026 through 23 March 2026. Participation is open to any individual or legal entity, with submissions collected via the Brasil Participativo platform, in the section dedicated to recognising the technical/operational capacity of service providers for betting operators.
Once the window closes, SPA says it will analyse the contributions under the procedure set out in Decree No. 12.002/2024 and then publish the results of its analysis through proactive transparency. In market terms, the move signals that Brazil is turning its attention to the “supply chain” of the regulated betting ecosystem, not only the operators themselves—an important step as the country continues implementing the legal framework established by Law No. 14.790/2023.
