Brazil’s Finance Ministry proposes National Betting System with state participation

The Secretariat of Prizes and Betting of the Ministry of Finance (SPA-MF) is proposing the creation of the National Betting System, with the participation of all states and the Federal District according to BNL Data.

To advance this proposal, the Secretary of Prizes and Betting, Regis Dudena, has sent a formal invitation to all states, requesting their participation in a meeting scheduled for April 4, from 10 AM to 5 PM, at the Ministry of Finance headquarters in Brasília.

The document requests that each state nominate a representative to attend the meeting and submit up to three relevant topics for discussion regarding the National Betting System.

The invitation from the Secretariat of Prizes and Betting highlights that, in accordance with Laws 13756/18 and 14790/23, SPA-MF holds the authority to regulate fixed-odds betting nationwide.

Dudena emphasized in the official document that establishing a National Betting System under a cooperative federalism framework is a priority for SPA-MF. It is designated as Project No. 08 in the SPA-MF Regulatory Agenda for 2025/2026, currently open for public consultation. According to the document, effective implementation of legal provisions governing fixed-odds betting across the country requires strengthened cooperation between federal and state governments. This includes disseminating best practices, setting national standards for responsible gaming, defining technical system and game requirements, and enhancing measures against money laundering and sports integrity violations—all in accordance with the Constitution and national application of federal laws.

The secretary underscored the importance of the meeting and the participation of a representative from each state and the Federal District, describing it as essential for the democratic and effective construction of a National Betting System. The initiative aims to foster stronger federal ties and improve the implementation of fixed-odds betting legislation in Brazil.
