Brazilian ministries sign agreement to advance digital betting management system

On July 2, 2025, Brazil's Ministry of Finance and the Ministry of Management and Innovation signed a cooperation agreement to modernize the national betting regulation system. The agreement supports the development of the Betting Management System (SIGAP), a digital platform designed to monitor licensed betting operators.

SIGAP processes up to 500 million data records daily from 80 authorized operators and 177 betting websites. It plays a key role in ensuring transparency and security in a market that moves around R$21 billion per month.

The system includes three main modules: authorization, data reception, and management reporting. These tools allow regulators to track operator activity, ensure compliance, and generate reports for strategic oversight.

The project will run for 18 months and aims to strengthen government control over the betting sector. No funds will be transferred between ministries, as each will use its own budget for implementation.

SIGAP also supports efforts to combat illegal activities such as money laundering and match-fixing. The Ministry of Sports recently adopted the system to help enforce new rules for monitoring sports betting sites.
