Brazil strengthens bettors' rights with new agreement between SPA and Senacon
The Secretariat for Prizes and Betting (SPA) and the National Consumer Secretariat (Senacon) have signed a Technical Cooperation Agreement (ACT) to strengthen consumer protections in Brazil’s regulated fixed-odds betting market. The agreement aims to prevent negative impacts associated with the sector, particularly with the entry of new bookmakers and the expansion of new online sportsbooks.
SPA and Senacon will create informational materials to educate bettors on their rights and provide guidance to consumer protection agencies, including Procons, public defenders, and prosecutors. The ACT requires all betting operators, including trusted sportsbooks, to join Consumidor.gov.br, enhancing consumer protection and monitoring.
Both secretariats will exchange information to improve regulatory efficiency and ensure bettor protections. SPA Secretary Regis Dudena highlighted the importance of the agreement in ensuring transparency and safeguarding bettors' rights. Senacon’s Wadih Damous emphasized that the ACT reinforces consumer protection by creating a direct communication channel to detect industry irregularities.
This collaboration ensures that new online sportsbooks and trusted sportsbooks operate in compliance with regulations. Fixed-odds betting, legalized in 2018 and expanded by Law 14.790/2023, is now subject to SPA ordinances issued in 2024.
Since January 1, 2025, only authorized operators, including new bookmakers, can offer services, with licensed platforms required to use the “.bet.br” domain.
