Brazil Signs Agreement to Boost Blocking of Illegal Gambling Sites
Brazil’s Ministry of Finance, telecom regulator Anatel and the National Association of Games and Lotteries (ANJL) have signed a cooperation pact to improve the efficiency and reliability of blocking unlicensed betting sites.
The agreement, formalized on September 25, 2025, establishes the creation of a cyber laboratory operated with ANJL’s support. This lab will provide Anatel with advanced tools to analyze site structures, detect illegal operators and prevent them from bypassing restrictions by switching domains.
According to Anatel president Carlos Baigorri, combating unregulated betting requires joint public-private efforts and strong technological defenses. Finance Secretary for Prizes and Betting Régis Dudena stressed that legal operators must work with the government to strengthen market integrity and protect consumers.
For its part, ANJL said it will contribute industry expertise and best practices to reinforce enforcement capacity. The cooperation pact builds on earlier technical agreements but expands them with more resources and broader collaboration.
Since October 2024, the Ministry of Finance has already requested Anatel to block more than 18,000 illegal betting sites. The new agreement signals a tougher stance and a more coordinated approach to reducing the impact of the black market on Brazil’s regulated gambling sector.
