Brazil sets the stage for B2B certification in online gambling market

Speaking at the ICE Conference in Barcelona, Regis Dudena, head of Brazil’s gambling regulator, announced plans to introduce a registration mechanism for suppliers in the country’s online gambling market, according to SigmaWorld. This initiative addresses concerns from licensed operators about competition from offshore operators. Dudena noted that while full B2B licensing may not be imminent, certification for gaming systems and providers will soon be implemented to uphold regulatory standards.

Efforts to combat black-market operators are underway, with the Secretariat for Prizes and Bets (SPA) working with platforms like Meta and Google to restrict illegal gambling ads, having already blocked thousands of domains. Dudena also highlighted collaboration with international regulators, such as the UK Gambling Commission, to exchange insights and strengthen enforcement.

On advertising, Dudena opposed Congressional bills seeking to ban gambling ads, advocating instead for responsible marketing to protect consumers. He acknowledged concerns about over-saturation but called for patience in assessing the impact of current advertising practices.

Future plans include introducing a centralized self-exclusion system, though privacy concerns must first be resolved. Meanwhile, the SPA is addressing a backlog of over 300 license applications, with only 70 approvals issued to date. Dudena emphasized that all applicants must meet strict compliance standards to legally operate.
