Brazil Senate committee advances bill to ban betting and online gambling advertising, sponsorship and promotion

The Science and Technology Committee (CCT) approved a substitute text for PL 3,563/2024, sending the proposal to the Constitution and Justice Committee (CCJ) for further analysis in a terminative vote track.

Brazil’s Senate Science and Technology Committee (CCT) approved PL 3,563/2024 on 4 February 2026, advancing a proposal that would prohibit advertising, sponsorship and promotional activities linked to fixed-odds sports betting and online games across the country.

According to the Senate, the committee backed a substitute text presented by rapporteur Senator Damares Alves, replacing the original wording authored by Senator Randolfe Rodrigues. The approved version also maintains a ban on promoting bets tied to election results, reflecting lawmakers’ concerns about betting-related harms and the integrity of the electoral environment.

The project is being processed alongside PL 3,586/2024 (focused on election betting), but CCT’s report recommended rejecting PL 3,586/2024 while moving forward with PL 3,563/2024 via the substitute.

Next, the bill goes to the Constitution and Justice Committee (CCJ). The Senate’s tracking page shows the matter was sent to CCJ on 4 February 2026 and is currently awaiting the designation of a rapporteur, with CCJ expected to discuss how it fits with other proposals on the same theme.

If lawmakers maintain momentum, the CCJ stage will be decisive: it’s where Brazil will test whether a near-total ad and sponsorship ban is legally and politically viable in a market that only recently moved into full regulation—especially with clubs and stakeholders already raising questions about carve-outs and unintended consequences.
