Brazil Senate cancels vote on PL 5,473/2025, the bill that doubles sports-betting tax and raises levies on fintechs
The Economic Affairs Committee (CAE) of Brazil’s Federal Senate has canceled the vote on Bill 5,473/2025, which was scheduled for Tuesday (18). A new voting date has not yet been set.
The proposal, authored by Senator Renan Calheiros (MDB-AL), seeks to:
• Double the tax rate on fixed-odds sports betting from 12% to 24%
• Increase CSLL (Social Contribution on Net Profit) for fintechs from 9% to 15%
• Raise CSLL for traditional financial institutions from 15% to 20%
• Create “Pert-Baixa Renda”, a tax-regularization program for low-income individuals
The cancellation occurred after Senate leadership concluded that the Chamber of Deputies would not place the bill on its voting agenda, which would stall its legislative progress even if approved by the CAE.
Rapporteur Eduardo Braga (MDB-AM) announced he will present a revised opinion, including new phased tax brackets and adjustments negotiated with the Ministry of Finance, before the bill is brought back for consideration.
For the betting sector, fintechs and financial institutions, the postponement delays key fiscal measures that could significantly reshape Brazil’s regulated betting ecosystem and alter the tax burden for major financial players. The government’s expected increase in revenue from bets and fintech taxation remains on hold until a new date is set.
