Brazil Reverses 100-Year Secrecy Approach for Betting Authorization Files

Brazil’s Ministry of Finance will make public more than 25,000 documents linked to betting authorization processes, reversing an earlier confidentiality approach that had triggered criticism over transparency in the regulated market.

Brazil’s federal government has changed its position on the confidentiality of official documents linked to the country’s regulated betting market. The Ministry of Finance, working with the Office of the Comptroller General, known as CGU, will move to disclose completed administrative processes related to the authorization of fixed-odds betting operators.

The decision follows public criticism after reports that some betting authorization files had been treated under confidentiality rules that could restrict access for up to 100 years. The issue became sensitive because the documents are connected not only to private company information, but also to the criteria used by the government to approve operators in one of Brazil’s most economically important new regulated sectors.

The Ministry of Finance said more than 25,000 documents will be reviewed before publication. The material relates to concluded processes involving companies authorized by the Secretariat of Prizes and Betting, the federal body responsible for regulating, authorizing, monitoring and enforcing rules in the betting sector.

The government has stressed that the disclosure will not mean unrestricted publication of all information. Personal, banking, fiscal and other legally protected data will be redacted before the documents are made available. According to the ministry, the aim is to protect sensitive data while allowing the public to understand the administrative analysis behind operator approvals.

The reversal is significant for Brazil’s betting market, which has been under federal regulation since the implementation of the country’s fixed-odds betting framework. As licensed operators continue to consolidate their presence, transparency around authorization criteria has become increasingly important for market credibility, investor confidence and public oversight.

The controversy also highlights a broader challenge for regulators: balancing data protection with the public interest in understanding how gambling licences are granted. In a sector exposed to concerns around money laundering, consumer protection, advertising practices and political scrutiny, excessive confidentiality can undermine trust in the regulatory process.

For Brazil, the new approach may help strengthen confidence in the Secretariat of Prizes and Betting and reduce pressure from lawmakers, media and industry stakeholders. If implemented effectively, the publication of authorization files could become an important step toward a more transparent and accountable betting regime, while still preserving the legal protection of sensitive personal and financial information.
