Brazil Postpones Vote on MP 1,303: Joint Committee Reschedules to Thursday
The vote on the report of Provisional Measure MP 1,303/2025 has been postponed. Initially scheduled for Tuesday, 30 September, the Joint Committee will now convene on Thursday, 2 October, at 10:00 to deliberate the proposal.
The postponement was confirmed following a request by the President of the Chamber of Deputies, Hugo Motta (Republicanos-PB). Congressman Carlos Zarattini (PT-SP), rapporteur for the MP, indicated the move aims to allow further negotiations with party leaders and alignment with other legislative priorities.
MP 1,303 includes amendments to the tax on fixed-odds betting (Betting/GGR) — proposing an increase from 12% to 18% — along with changes to taxation of financial investments, virtual assets, and other revenue adjustments.
Zarattini noted that competition for the congressional agenda is intense: simultaneous debates over income tax exemption and other measures forced the rescheduling. He emphasized the need to exhaust internal talks before proceeding to the vote.
The MP must be approved by both chambers by 8 October 2025 to avoid expiring. The delay increases pressure on legislators to reach consensus quickly, as the outcome will significantly affect Brazil’s gaming taxation and broader fiscal strategy.
