Brazil Opens More Than 100 Sanctioning Proceedings Against Online Betting Operators

Brazil’s Ministry of Finance has intensified enforcement across the regulated betting market, with more than 100 administrative sanctioning proceedings opened against authorised online betting operators since 2025.

Brazil’s Ministry of Finance has launched more than 100 administrative sanctioning proceedings against online betting operators authorised to operate in the country, marking a new phase in the supervision of the regulated market.

The proceedings were opened after around 200 inspection actions involving 73 of the 85 companies authorised by the federal government. The figures show that enforcement is now moving from licensing and market entry toward active monitoring of operator conduct.

So far, 39 cases have reached final administrative decisions. Of these, 32 resulted in warnings and seven led to fines. One suspension was reportedly revoked after the company regularised its situation, while additional fines remain subject to appeal.

The total value of sanctions already imposed is estimated at almost R$11 million. Under Brazilian law, penalties can be much higher, with fines potentially reaching up to R$2 billion per violation depending on the seriousness of the breach and the operator’s revenue.

The cases cover the first full stage of Brazil’s regulated betting environment, which began in 2025. Since January 1 of that year, only operators authorised by the Secretariat of Prizes and Betting are allowed to operate nationally, and legal platforms must use the “.bet.br” domain.

The enforcement wave also follows a broader tightening of advertising and consumer-protection rules. Brazil has introduced mandatory warning messages in betting ads and expanded responsibility across the advertising chain, including operators, agencies, platforms, influencers and media partners.

For operators, the message is clear: authorisation is not the end of the compliance process. Companies must continue to meet rules on advertising, technical certification, consumer protection, responsible gambling, data reporting and cooperation with inspections.

For the Ministry of Finance, the volume of cases is a test of regulatory credibility. Brazil created one of Latin America’s largest regulated betting markets, but that market will only gain public trust if supervision is consistent and sanctions are applied transparently.

The predominance of warnings suggests that the regulator is still using corrective measures in many cases, especially during the market’s early adaptation period. However, the fines show that Brazil is willing to escalate when breaches are considered more serious.

The next stage will be important for the industry. Operators will be watching how SPA handles appeals, repeat violations and advertising-related cases, especially as new marketing rules become fully embedded in the market.

Brazil’s enforcement data shows that the regulated betting sector is entering a more mature phase. The focus is no longer only on granting licences, but on proving that authorised operators can comply with the rules after entering the market.
