Brazil launches public consultation for next phase of betting regulations
The Secretariat of Prizes and Betting (SPA) of Brazil’s Ministry of Finance has launched a public consultation on its regulatory agenda for 2025-2026. With the regulated betting market in effect since January 1, 2025, SPA is now structuring the second regulatory cycle. The consultation aims to gather input from the public, industry stakeholders, and experts to refine and improve existing regulations.
SPA Secretary Regis Dudena emphasized the need for continuous evaluation and adjustment in response to industry developments. Contributions can be submitted through the Participa + Brasil platform until March 27, with an online public hearing scheduled for February 21.
The agenda includes creating a national registry of excluded bettors and addressing promotional lotteries and savings-based gaming regulations. So far, SPA has authorized 68 companies and reviewed over 45,000 documents, generating R$2.1 billion in licensing fees.
Since October, SPA has requested the blocking of 11,555 illegal betting sites and conducted multiple enforcement actions. Authorities continue to monitor digital platforms and collaborate with social media companies to curb illegal gambling activities.
