Brazil Government to Push Online Casino Ban Before October Election Vote

The Lula administration wants PL 2.258/2026 to advance before Brazil’s first election round on 4 October, targeting online casino games while preserving regulated sports betting.

Brazil’s federal government is preparing to campaign for the approval of PL 2.258/2026 as Congress returns from recess.

The bill, introduced by federal deputy Paulo Pimenta, seeks to ban online casino games whose results are generated by electronic systems or algorithms. It targets digital slots and casino-style products such as the widely discussed “Jogo do Tigrinho”.

According to Brazilian reports, the top circle of President Luiz Inácio Lula da Silva’s government wants the proposal to move forward and be approved before the first round of this year’s elections, scheduled for 4 October. The electoral calendar confirms 4 October as the date of the first round.

Government representatives are expected to speak with deputies and senators after the parliamentary recess ends, seeking support before the political agenda becomes fully dominated by the campaign period.

The proposal would prohibit the operation, offering and advertising of algorithm-based online gambling products in Brazil. It would also apply to offshore platforms accessible to Brazilian users, regardless of payment method or currency.

The bill does not seek to end the whole regulated betting market. Fixed-odds sports betting on real sporting events and official lotteries would remain legal. The Chamber of Deputies confirms that PL 2.258/2026 is designed to ban online algorithmic casino games while preserving sports betting and official lotteries.

The political argument is based on consumer protection. Supporters cite addiction risks, household debt, aggressive advertising and concerns around games that rely on algorithmic outcomes rather than real external events.

For licensed operators, the proposal creates significant uncertainty. Companies that entered Brazil expecting a combined sports betting and online casino market could lose casino-style products from their permitted offer.

The bill remains at an early legislative stage and must pass through Congress before becoming law. Opposition is likely from operators, media groups, sports sponsors and parts of the betting industry.

If approved, PL 2.258/2026 would redraw Brazil’s online gambling model: sports betting would stay regulated, while online casino games would be removed from the legal market.
