Brazil Blocks More Than 66,000 Illegal Betting Domains as SPA Issues R$18 Million in Fines

Brazil's Secretariat of Prizes and Betting has blocked 66,482 unauthorised betting domains since January 2025, while its wider enforcement activity has resulted in more than R$18 million in fines as authorities intensify supervision of both illegal and regulated operators.

Brazil has blocked 66,482 domains linked to unauthorised betting platforms between January 15, 2025 and September 2, 2026, according to data from the Secretariat of Prizes and Betting (SPA) obtained through the country's Access to Information Law.

The figures illustrate the scale of enforcement since Brazil's fully regulated federal betting market took effect at the beginning of 2025. In addition to website blocking, authorities removed 1,511 illegal profiles from online platforms between January 2025 and August 2026. Another 574 betting-related apps were removed between March and August this year.

Brazil's strategy extends beyond simply restricting access to websites. The Ministry of Finance has said enforcement against unauthorised operators can also include advertising restrictions and blocking financial transfers, while a June 2026 decree introduced procedures for freezing accounts and transactions connected with illegal fixed-odds betting.

At the same time, the SPA has intensified supervision of companies operating within the regulated market. Consolidated data show 103 administrative sanctioning proceedings processed or archived since January 2025. Of these, 68 have already been adjudicated, including 56 cases that have reached a final administrative decision.

The regulator issued 42 formal warnings as well as 20 fines and one additional fine combined with a suspension, with total monetary penalties reaching R$18.02 million. The cases include violations involving responsible gaming requirements, advertising rules and other regulatory obligations.

Not all of the penalties have yet been collected. Around R$3.09 million has been paid, R$1.42 million has been registered as outstanding federal debt and enforcement of another R$600,000 has been suspended by a court order.

Only companies authorised by the Ministry of Finance can legally offer federally regulated fixed-odds betting in Brazil, with the government maintaining an official list of licensed operators and approved domains.

The latest figures show how Brazil's enforcement strategy is developing on two fronts: continuously removing unauthorised platforms while increasing scrutiny of companies already inside the regulated system. With tens of thousands of illegal domains blocked in less than two years, the main challenge will be preventing offshore operators from repeatedly returning through new websites, apps and payment channels.
