Botswana financial regulator benchmarks Gambling Authority’s ISO 9001 quality management system

Botswana’s Non-Bank Financial Institutions Regulatory Authority has visited the Gambling Authority to study how the gaming regulator implements and maintains its ISO 9001:2015-certified quality management system, with the two bodies exchanging practices on governance, internal controls and service delivery.

Botswana’s Non-Bank Financial Institutions Regulatory Authority (NBFIRA) has conducted a benchmarking visit to the Gambling Authority as part of an exchange focused on quality management, institutional efficiency and regulatory service delivery. The financial regulator sought practical insight into how the Gambling Authority operates and maintains its ISO 9001:2015 Quality Management System.

During the engagement, the Gambling Authority presented the processes supporting its certified system, including process documentation and mapping, internal audits, corrective actions, management reviews and mechanisms for continual improvement. The two regulators also discussed how structured quality-management procedures can be incorporated into everyday regulatory operations rather than treated simply as a certification exercise.

The Gambling Authority received its BOS ISO 9001:2015 certification from the Botswana Bureau of Standards (BOBS) in 2025. The certification followed an assessment of the Authority’s quality-management processes and was presented as part of its effort to strengthen consistency, accountability and service standards across functions including licensing, compliance and responsible gambling.

ISO 9001 is an international standard for quality management systems rather than a gambling-specific regulatory accreditation. It establishes requirements covering areas such as leadership, documented processes, performance evaluation and continual improvement, with organisations able to obtain independent certification that their management system conforms to the standard.

The benchmarking exercise is particularly notable because NBFIRA is itself ISO 9001:2015 certified. The financial regulator received certification from BOBS in July 2025, describing the achievement as part of its efforts to improve transparency, operational efficiency and consistency. The latest engagement therefore represents a peer-to-peer exchange on maintaining and applying the standard within regulatory institutions rather than a first introduction to ISO-based management principles.

NBFIRA supervises Botswana’s non-bank financial sector, including insurance, pensions, securities and lending activities. Although its mandate differs from that of the Gambling Authority, the two regulators face comparable institutional challenges in areas such as compliance monitoring, risk management, consumer protection, governance and the consistent application of regulatory procedures.

For the Gambling Authority, the visit also reinforces a wider effort to position quality management as part of its regulatory development. When its certification was announced in 2025, officials linked the standard to stronger corporate governance, public confidence and the ability to manage a gambling sector that is expanding through new licensing initiatives and evolving forms of gambling activity.

The exchange highlights a broader trend towards cooperation between African regulatory institutions that goes beyond individual sectors. Sharing practical systems for audits, documentation, corrective measures and performance reviews can help regulators reduce administrative weaknesses while improving the predictability of their interactions with licensed businesses and consumers.

For Botswana’s gambling sector, the significance of ISO certification will ultimately depend less on the certificate itself than on how consistently the underlying procedures are applied. The fact that another national regulator is now benchmarking those practices suggests that the Gambling Authority’s management framework is increasingly being viewed as a reference point for institutional quality and regulatory service delivery.
