Argentina: Santa Fe opens international tender for online sports betting licences in 2026

Santa Fe has launched an international public tender to select licensees for online sports betting, with bids due on 2 March 2026 and offers opened on 3 March 2026 in Santa Fe city.

Santa Fe’s provincial procurement notice confirms the opening of Public Tender No. 104/2025 (international scope) to award licences for the “implementation, operation and exploitation” of online sports betting in the province, under the Caja de Asistencia Social – Lotería de Santa Fe (Ministry of Economy).
The timetable is already fixed: the submission deadline is 2 March 2026 at 12:00, and the bid opening is scheduled for 3 March 2026 at 12:00 at Av. Presidente Illia 1151 (Santa Fe city), the seat of the provincial Subsecretariat for Contracting and Asset Management.
The tender follows Law 14.427, published in the provincial Official Gazette on 29 December 2025, which approves the online-gaming regulation and the bidding terms for the process.
A legal brief from Marval highlights several key commercial parameters embedded in the approved framework: Santa Fe does not set a maximum number of licences, the licence term is 10 years with a potential extension of up to 24 months, and the operator fee (“canon”) cannot be lower than 15% of monthly gross result calculated as total stakes minus prizes paid. Marval also notes that international bidders cannot participate as a single entity and must bid through a temporary union structure with local firms.
The same framework explicitly focuses on sports betting (not classic online casino games or lottery products), signalling that Santa Fe is trying to channel demand into a regulated, supervised segment with clear fiscal and compliance levers.
